JOB TITLE: Consultants

LOCATION: Council of Legal Education, Bahamas

DESCRIPTION: Reviewing all programs offered by the Council in order to determine optimal methodology and relevance for the professional development of the legal profession in the Caribbean; Determining the effectiveness of current offerings and the impact they provide for graduates attempting to enter job markets in the region and internationally; Reviewing course content and mode of delivery as it relates to relevance of the legal system in the Caribbean; Undertaking a study on the possibility of collaboration with external institutions in the exchange of faculty and students; Visiting and assessing all physical assets of the Council with a view to making recommendations having regard to spatial constraints; Developing a comprehensive plan for the continuous development and advancement of the Council in the context of the changing external environment; Reviewing the issue of access to the Law Schools by non UWI LLB holders; Determining the adequacy of the Quality Assurance system; Exploring the possibility of setting up an accreditation body or retooling the Council as an Accreditation Body; Undertaking a study of the demand for practicing attorneys-at-law in the region; Undertaking a study on the impact of expansion of the Law Schools on the profession; Reviewing the manner by which the Law Schools are funded. QUALIFICATIONS: Submit Statements of Capability for the provision of these consultancy services;  Legally incorporated or otherwise organized in an eligible country, has its principal place of business in an eligible country and is more than 50 per cent beneficially owned by citizen(s) and/or bona fide resident(s) of eligible country(ies) or by a body(ies) corporate meeting these requirements; In the case of individuals and unincorporated firms, the individual or firm is a citizen or bona fide resident or residents of an eligible country; and in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person who is not a citizen or bona fide resident of an eligible country. Eligible countries are those of the Commonwealth Caribbean. The Members of Commonwealth Caribbean Countries are Anguilla, Antigua and Barbuda, the Commonwealth of The Bahamas, Barbados, Belize, British Virgin Islands, Cayman Islands, the Commonwealth of Dominica, Grenada, the Cooperative Republic of Guyana, Jamaica, Montserrat, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, the Republic of Trinidad and Tobago, Turks and Caicos Islands. In the assessment of submissions, consideration will be given to technical competence, qualifications and experience, local and regional experience on similar assignments, financial capability and existing commitments. All information must be submitted in English. Further information may be obtained from the address below between the hours of 9:00 a.m. and 5:00 p.m. EST Monday to Friday. Six (6) hard copies of the Statement of Capability must be received with one electronic copy being sent simultaneously to the Council A sealed envelope containing each submission should include the name and address of the applicant and shall be clearly marked “Statement of Capability – Consultancy Services for the Review of the Council of Education Operations, Institutions and its Governance Management Structure.”
Following the assessment of submissions, a short-list of not less than three and not more than six applicants will be provided with full terms of reference and will be invited to submit technical and financial proposals to undertake the assignment. The Council reserves the right to accept or reject late applications or to cancel a current invitation partially or in its entirety. The Council will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of statements.
