Director
LOCATION: Registrar General’s Department, St. Catherine
DESCRIPTION: Direct the financial functions of the agency; Monitor controls and procedures to safeguard the Agency’s financial assets facilitating proper reporting and recording; Finance policies and procedures documented; Financial reports including cash flow statements and variance analysis produced; Strategic and operational plans; Provision of sound technical advice; Financial delegated responsibilities are discharged in accordance with framework document; Financial targets and budgets are achieved; Reporting deadlines are observed; Staff members are competent and motivated to achieve departmental targets; Agency’s policies and procedures are observed; Direct, monitor and evaluate the performance of staff supervised to meet agreed performance targets and standards; Ensure the maintenance of adequate accounts and records covering all aspects of the Agency’s business transactions to enable timely and accurate financial reporting; Review budgets and monitor income and expenditure; Ensure financial statements and management reports are prepared in accordance with relevant Agency Standards and Guidelines; Undertake personnel related duties including selection, training, discipline and approval of leave for the Department in accordance with Agency policies and procedures; Report to the Board on relevant financial matters; Contribute to the design and development of management information systems; Liaise with the Auditor General and other government agencies as appropriate systems; Respond to internal auditor’s report and implement recommendations; Act as Secretary on the Agency’s Board of Directors; Monitor the Agency’s Bank Accounts to ensure that funds are adequately disbursed to all; Sign financial correspondence on behalf of the Registrar General; Serve as signatory on the entire department’s accounts with commercial banks and other financial institutions; Recommend and agree to financial management policies, systems and procedures.
QUALIFICATIONS: Undergraduate degree in Finance and Management required but preferably an MBA; Chartered Accountant or equivalent qualification; At least three (3) years’ experience in a management position at a senior level; Excellent knowledge of financial and accounting principles and practices; Working knowledge of relevant computer applications; Excellent time management skills; Excellent communication skills; Good analytical and problem solving skills.
