JOB TITLE: Director
LOCATION: The Early Childhood Commission, Kingston
DESCRIPTION: To provide strategic advice to the Executive Director and Commissioners on all matters pertaining to the financial affairs of the Commission and Early Childhood Development Sector; To ensure that the Commission complies with the requirements of the Financial Administration and Audit Act, Public Bodies Management and Accountability Act, Early Childhood Commission Act and all legal instruments which govern its operation and that all accounting and financial systems of the Commission are properly structured and managed in an effective manner; Ensures the implementation of and compliance with financial and accounting policies and procedures; Implements a system of management, accounting and reporting to meet the operational requirements of the organization; Ensures timely funding of the organization’s cash requirements through a process of commitments; Ensures proper management of loans; Ensures that the financial internal and external controls are effectively managed
QUALIFICATIONS: Masters Degree in Business Administration with an emphasis on Accounting from a recognized University or equivalent qualifications and membership of an internationally recognized accounting institute (ACCA, CPA or equivalent); Specialized training in financial planning; Eight (8) years related experience at the managerial level, with at least four (4) in a senior financial management post; Sound knowledge of FAA Act, Public Bodies Management and Accountability Act, Generally Accepted Accounting Practices, International Financial Reporting Standards (IFRS), and International Standards on Auditing; Sound knowledge of Government of Jamaica accounting procedures; Must possess a valid driver’s license and reliable motor vehicle; Additional details are available on the ECC website at www.ecc.gov.jm
