LOCATION: Ministry of Justice, Kingston
DESCRIPTION: Lead and form part of the core reform implementation team within the Ministry of Justice in Jamaica; Provide strategic, technical advice to the Ministry of Justice, senior Government Officials, Judicial, Political and Civil Society Leaders on: Key entry points and justice sector reform strategies (both conceptually and with respect to implementation); Justice Reform Program designs, management and implementation strategies, priorities, performance measures, coordination, implementation principles and related areas; Manage and/or facilitate (i) the implementation of the Justice System Reform Policy Agenda Framework; (ii) the activities related to implementation of the JUST Program and; (iii) any other strategy for justice sector reform; Develop strategies and lead the process of building national consensus on justice sector priorities, reform needs and approaches and stakeholders’ engagement; Develop work plans, support preparation and submission of project reports and monitor implementation of the various initiatives in the justice sector; Support resource mobilization for the Justice Sector and manage project financial sector; Ensure the participation and inclusion of civil society including community groups and women’s organizations and representatives of other vulnerable groups in consultation processes
QUALIFICATIONS: Significant experience in leading important transformation (preferably in legal/judicial or public sector reforms) in a Commonwealth jurisdiction; Significant* experience in setting strategic direction and providing strategic advice to senior management on policy issues and priorities; Experience in developing and maintaining good working relationships with high level officials; Significant* experience in managing human and financial resources, including resource mobilization; Experience in developing or managing international development assistance projects or program; Graduate level education in Public Policy, law, Management or other related field; Formal Training in project Management is prerequisite; Proven project management and implementation skills; Proven experience in policy development or reform; Knowledge of sustainable development issues in a developing economy context; Excellent and demonstrated communication and consultation skills; Proven experience in developing or managing projects or program in the context of international cooperation; Fluency in written and spoken English. NB: *Significant experience means the depth and breadth of the experience, arising from having performed a broad range of various, complex related activities and acquired over a period of 7 to 10 years
