Job Title: Finance and Administration Manager

LOCATION: Consumer Affairs Commission, Kingston

DESCRIPTION: Supporting the human resource needs of the Commission with a view to achieving organizational efficiency; Management of the financial functions of the Commission in accordance with the Government’s guidelines and the provision of professional advice on related matters; Manages/administers the implementation of the human resource policies in keeping with the Staff Orders and approved regulations; Develops and administers staff benefit programs; Directs the development and monitors the implementation of the Commission’s programs for recruitment, promotion and discipline of staff; Develops and implements strategic HR programs aligned with the Commission’s goals and objectives; Promotes/enhances a harmonious industrial relation climate; Represents the Commission in salary negotiations and disciplinary matters as is necessary; Develops, implements and maintains policies, systems and procedures to guide the operations of the Finance and Administration Division; Oversees the implementation of a Performance Management Appraisal System within the Commission; Ensures that the timetable for budget preparation is in keeping with government requirements and the budget reflects the Commission’s objectives and performance targets as outlined in the Corporate Plan and is implemented accordingly; Ensures that appropriate accounting records are maintained, reports are prepared and submitted in accordance with government and organizational requirements

QUALIFICATIONS:  First degree in Social Sciences with post graduate training in Human Resource Management;  At least five (5) years relevant experience at a Senior Level; Experience in the Government Service would be an asset; Sound knowledge of Government HR procedures and processes; Knowledge of the Staff Orders for the Public Service; Excellent counseling skills; Ability to think strategically; Ability to use initiative; Comprehensive knowledge of computer applications; Excellent communication and inter-personal skills; Conflict resolution, negotiation, and mediation skills; Excellent oral and written communication skills
