JOB TITLE: Legal Counsel
LOCATION: Office of Utilities Regulation, Kingston
DESCRIPTION: Assist with actions and initiatives that will enable the OUR to discharge its overall regulatory functions in accordance with the provisions of the Office of Utilities Regulation Act and related sector-specific legislation; Draft and coordinate the preparation of regulatory rules of practice and procedure; Research issues and provide legal opinions and advice as required by the OUR; Assist with the preparation of instructions to external Counsel on matters before the Telecommunications and Electricity tribunals and the Supreme Court/Court of Appeal, and appearing at such hearings; Perform any other relevant duties which may be assigned from time to time.
QUALIFICATIONS: LLB from a recognized University and having been admitted to the Jamaican Bar; A minimum of three (3) years experience at the Jamaican Bar performing functions of a similar nature with specialized training/knowledge in legal drafting, regulatory policies and practices as well as litigation; Be fully conversant with the Office of Utilities Regulation Act, the applicable sector-specific legislation, as well as all other legislation which impacts OUR’s operations; Work experience, preferably in a quasi-judicial, private practice or policy-driven environment. Work experience within a regulatory environment would be a distinct advantage; Outstanding analytical, strategic thinking, negotiating and drafting skills; Excellent interpersonal and communication skills; and Computer literacy with proficiency in Microsoft Office Suite.
