LOCATION: North East Regional Health Authority, St. Ann, St. Mary and Portland

DESCRIPTION: Provide technical advice and monitor and coordinate all technical aspects of the development and delivery of health services in the Region; Provide on-going analysis of health trends using epidemiological and demographic data and research into the health needs of the Region; Monitor the quality of health services in the Region, integrating new developments in health care delivery and public health; Developing and coordinating operational research, monitoring and analyzing health trends to inform the planning process of the Region; Recommending regional priorities for health program development; Collaborating, monitoring and evaluating the development and utilization of norms, standards, protocols and procedures to govern the health service delivery system in the region, in tandem with national norms and standards; Liaising with the Chief Medical Officer and Technical Services Division at the Head Office, on matters relating to technical/specialist inputs/concerns; Ensuring that government policies, directives and regulations regarding environmental health are interpreted and communicated to the regional staff; Initiating and guiding the preparation of procedural manuals for guidance/direction of all categories of health staff engaged in the delivery of health services; Identifies training and development needs and recommends basic, post basic and continuing education programs to equip technical staff at all levels for greater effectiveness and efficiency in service delivery

QUALIFICATIONS: Registration with the Medical Council of Jamaica; Post-graduate degree in Public Health Services Management or equivalent; A minimum of ten (10) years progressive working experience in the health care system primarily in public/community health. Four (4) years or more experience in epidemiology research; Proven leadership skills; A high level of professionalism and integrity;  Excellent communication skills, technical writing skills and, policy development and planning skills; Knowledge of public health law and regulations; Strong developmental skills that will enable the candidate to guide the preparation of procedural manuals for all categories of technical staff; Practical clinical knowledge of current trends in the health care industry.
