LOCATION: Financial Services Commission, Kingston

DESCRIPTION: Develop, implement and monitor the enterprise risk management (ERM) program of the FSC in a manner that fulfills the mission and strategic goals of the organization while complying with applicable statutes and standards; Provides support in both the oversight and direction for management of risks across the organization; Collaborate with the executive management team to ensure that risks are identified and considered in the development of strategic objectives for proactive management, balancing both the risk and rewards; Obtaining and maintaining staff buy-in for the ERM program, with the support of the Board and Senior Management; Development and maintenance of the policies and procedures for the FSCís ERM program; Provide support to the functional areas in identifying key risks, and the development and monitoring of key risk indicators; Retrospective identification of risk exposures through examination of Divisions’ reports and providing recommendations for mitigation; Prospective identification of risk exposures likely to result from developments in the internal and external environment, including changes in economic parameters and in legislation relevant to the FSC; Providing the Senior Director, C&IC, with risk reports for the Board whether routinely or in response to specific risk events; Providing the Senior Director, C&IC, with risk assessments as requested to assist the Board in making decisions about proposed FSC activities; Assisting Sector Divisions in developing and implementing systems to assess the risks to which licensees and registrants are exposed; Providing leadership to the Risk Committee; Provision of an open channel for staff and stakeholders to communicate their observations and concerns regarding risk at the FSC; Providing Risk training for FSC staff and external stakeholders; Recommending changes to policies, procedures, legislation and standards which enhance risk assessment; Maintaining the ERM program by undertaking regular reviews of the program and its relevance, effectiveness and utility to the operations of the FSC; Performing other such duties as may be determined by the Senior Director, C&IC, from time to time.

QUALIFICATIONS: Masters degree in Economics, Finance, Accounting or Actuarial Science, or equivalent professional qualification, or First Degree along with recognized certification in enterprise risk management such as Professional Risk Manager, Chartered Enterprise Risk Analyst, Certified Risk Manager, or equivalent certification; Knowledge of statutory requirements for the regulation and supervision of Pensions, Securities and Insurance, including the Proceeds of Crimes Act and Regulations, the Access to Information Act and the Public Bodies Management Act; Thorough knowledge of corporate governance standards; Working knowledge of project management standards and practices; Basic knowledge of audit and accounting standards and practices; Knowledge of international industry standards for the securities or insurance or pension sector, and operations of financial institutions in the sector; Proficiency in the use of standard office software and of analytical tools as applied to financial data; Ability to analyze, interpret data, and employ independent judgment, with experience in research and report writing; Ability to communicate clearly and accurately in both oral and written format, and to disseminate technical information effectively to a variety of audiences.
