QUALIFICATIONS: Master’s or doctoral degree preferred or equivalent combination of education and work experience in a relevant technical area: Civil society development; Local governance development; Administration of public institutions; Monitoring and evaluation; Development of community-based policing; Juvenile justice; Development of education and employment skills training for at-risk youth; Grants management; Public communications; Minimum 7 years of relevant experience; Knowledge of USAID and its operations and/or other donor-funded programs; Ability to solve complex problems and operate at advanced levels of leadership in the technical area; Demonstrated leadership, versatility, and integrity; Excellent written, verbal, and cross-cultural communication skills; Fluent English required; proficient Dutch, Spanish, or French a plus.
